In the light of the recent floods...

This caught OH's eye and I found it thoughtful reading. There seems to be little point in merely raising flood defences (literally, from what I heard on the radio this morning) if the flood water is rising as well. I've thought for some time that how we tackle this needs to be looked at from a different perspective: not so much how much we spend but what we spend it on. As the article says, it's not the whole answer,but it would help a lot of communities.
